    H.R.1 (Sec. 4102) Medicare incentives for eligible professionals who are meaningful EHR users    
    Beginning with professional services provided in 2011, physicians who adopt and use electronic health records to improve patient care may be entitled to up to $44,000 over five years, if they have at least $24,000 in Medicare allowed charges per year.

  a To be eligible, providers must be: 1) Using certified EHR in a meaningful manner, 2) Exchanging health information to improve the quality of care, and 3) Reporting on clinical quality measures.

  c There will be no incentive payments for those who adopt EHR after 2014 and penalties will affect providers who are not "meaningful users" by the start of 2016.
